Birmingham City Council Summary for 1/20/26

This week’s agenda’s were sent out this morning, so excuse any errors in summarizing the 117 page agenda expeditiously.

This week’s City Council Agenda contains two Public Hearing items, Items 63 and 64 on Page 91, both first readings. Item 64 is the more interesting of the two, amending the city’s zoning code with the following: Amend the current height requirements in the D-5 District (Multi-family) to 35ft for all uses

  1. Add single-family detached residential as a Permitted (P) use in the MU-M district

  2. Clarify that Heavy Industrial is permitted with conditions (PC) in I-4 (Mining, Landfill and Timbering Industrial District)

  3. Private or Public Sanitary Landfill added as a Special Exception Use (SE) in I-4 (Mining, Landfill and Timbering Industrial District)

  4. Add private sanitary landfill and public sanitary landfill to definitions

#3, 4 and 5 clarify existing I-4 allowances and add requirements for hearings on any landfills created in those areas.

#2 avoids some non-conformity issues in new MU-M districts

#1 reduces the allowed height of buildings, and thus the amount of housing that can be made available, in the city’s D-5 Multifamily District. This change will have a long term negative impact on the affordability of multifamily housing in these areas and the city.


Item 63 is a rezoning of one parcel at 501 Huffman Road from C-1 to C-2.


Item 68 and 69 are a notice to Council about planned developments:

  • Approving a proposed public awareness session by Harvest Solutions, LLC from 5:00 p.m. – 7:00 p.m., Monday, February 23, 2026, at 4400 7th Avenue North, Site is proposed for an indoor, nonhazardous medical waste treatment and document shredding facility operated by Harvest Solutions, LLC.

The agenda also includes a number of Liquor Licenses, Special Assessments, and Nuisance Abatement cases. The public can ask to be heard if they have an interest on a specific item.Liquor Licenses (Items 1-5):

Abatement of Nuisances:

  • $100,000 for Birmingham Police Athletics Teams, Inc. (PAT)

  • $50,000 forgivable Loan agreement w/ FIF Holdings, LLC for façade improvement at 312 18th Street North

  • $41,699.69 forgivable Loan agreement w/ Iron City Bar and Lounge, LLC for façade improvement at 4120 3rd Ave S

  • Changing proposed budget from $112,000.00 to $128,719.09 for agreement with NCAA to host 2026 Division III Men’s and Women’s Indoor Track and Field Championships at the Birmingham CrossPlex on March 13 – 14, 2026. City to be reimbursed by NCAA

  • Amendment to $700,000 agreement with Trajectory Changing Solutions, LLC - Funding Source Change

  • $2,000 for performance and service awards to Birmingham Public Library employees

  • Up to $160,000 for publishing state required notices in various newspapers in 2026

  • $67,500 to settle a Worker’s Compensation case related to a Department of Public Works employee

  • Accepting $28,500 bid for Museum of Art Plaza Waterproofing and Roof Repairs from B&B Roofing, Inc

  • Accepting $75,694.67 bid for Birmingham Public Library Security Camera Replacement from BSCI, LLC

  • Accepting $2,638,177.36 bid for Pratt Alley and Subdivision Improvements from Gillespie Construction, LLC

  • Approving $1,327.87 payment for repair of city vehicle #253404

  • Approval of Expense Accounts of Appointed Officials

  • Approval of Expense Accounts of City Employees


Economic Development & Tourism Committee Meeting

  • $160,000, one-year agreement with Create Birmingham Inc. for activities related to promoting Birmingham’s creative industries and profile.
